Dull paint usually isn't damaged paint. Most of the time the top layer is covered in fine swirl marks from bad washing, and they scatter light until the gloss disappears. Machine polishing removes that very thin damaged layer under control, so light reflects off one flat plane again.

We look at the paint with you first and tell you honestly which marks will come out and which will not. A scratch deep enough to catch your fingernail usually will not fully polish out, clear coat has a limited thickness, and polishing too aggressively damages a car rather than repairing it. Afterwards we suggest waxing to hold the result.
