If the paint still feels rough to the fingertips after a wash, that is not dirt left behind — it is contamination bonded into the paint itself: brake dust, cement dust from construction, and tar. Foam will not lift it.
A clay bar pulls that contamination back out of the surface. The paint goes back to feeling like glass, and it is the step that should come before polishing or any coating: polish over bonded dirt and you grind it into the paint instead of removing it.
